Sarajevo, 7 April 2026 – As the public has already been informed, on 14 November 2025 the Central Election Commission of Bosnia and Herzegovina published, through the Public Procurement Portal of Bosnia and Herzegovina, a call for the procurement of a system for biometric voter identification and ballot paper scanning at polling stations.
Pursuant to the Decision of the Central Election Commission of Bosnia and Herzegovina on the selection of the most advantageous tenderer, dated 19 March 2026, the contract for the procurement of equipment for the system for biometric voter identification and ballot paper scanning at polling stations was awarded to the Group of Tenderers comprising “Smartmatic BH” d.o.o., as the lead member of the group, “Smartmatic International Holding” B.V., Amsterdam, the Netherlands, and “DSC” Agency for the Protection of Persons and Property.
Three appeals were lodged against the said Decision, namely by the Group of Tenderers “Planet Soft” d.o.o. Banja Luka, as well as by Artco Group d.o.o. and Provis d.o.o. Bijeljina.
The response to the appeal lodged by the Group of Tenderers “Planet Soft” d.o.o. Banja Luka was dispatched by courier to the Procurement Review Body on 3 April 2026, while the response to the appeal lodged by Artco Group d.o.o. was also delivered by courier on 6 April 2026.
At the same time, together with the responses, a request for the urgent resolution of the appeals in question was submitted to the Procurement Review Body, in accordance with the provisions of Article 111(6) of the Public Procurement Law.
The appeal lodged by Provis d.o.o. Bijeljina was received today by the Central Election Commission of Bosnia and Herzegovina, and the CEC BiH will subsequently state whether it was filed within the prescribed time limit.
This procurement is part of a multi-year project for the introduction of specific electoral technologies into the electoral process, aimed at ensuring a secure, transparent and efficient electoral process in Bosnia and Herzegovina.
