18.11.2025 – On 14 November 2025, the Central Election Commission of Bosnia and Herzegovina published a call for the public procurement of a system for the biometric identification of voters and the scanning of ballot papers at polling stations via the Public Procurement Portal of Bosnia and Herzegovina(https://www.ejn.gov.ba/), a call for the public procurement of a system for biometric identification of voters and for scanning ballot papers at polling stations.
This procurement is part of a multi-year project to introduce specific election technologies into the electoral process. Following pilot projects conducted during the 2024 Local Elections and the preparation of a feasibility study, BAM 112.5 million was approved for the Central Election Commission of Bosnia and Herzegovina (CEC BiH) by a decision of the High Representative. At its session held on 30 July 2025. the Commission adopted a decision on the implementation of this project, and at its session held on 9 October 2025 it adopted a decision on the specific procurement of a system for biometric identification of voters and the scanning of ballot papers.
For the preparation and implementation of this complex procedure, a multi-member commission was formed which, with the continuous support of domestic and international experts, diligently prepared the complete tender documentation. The planned procurement includes the delivery of equipment, its installation and configuration, as well as training for the overall system designed for the biometric identification of voters and the scanning of ballot papers at 6,000 polling stations. The project also envisages the procurement of identification and scanning devices, software licences, consumables, technical support and the production and printing of ballot papers adapted to the devices, ballot boxes with integrated scanners and external batteries is envisaged. The procurement services will also include the transport of equipment to polling stations and its return to the warehouse, as well as the training of trainers and of the election administration for the effective use and management of the devices.
The estimated value of the procurement is approximately BAM 75.2 million excluding VAT, i.e. about BAM 88 million including VAT. The procurement will be conducted through an open procedure, and the contract will be concluded for a period of four years with the most favourable bidder. The tender documentation is available until 9 December 2025, while the deadline for the receipt of tenders is 30 December 2025 at 2:00 p.m., and the opening of tenders is planned for the same day at 2:15 p.m.
The Central Election Commission BiH emphasizes that the aim of this project is to ensure a secure, transparent and efficient electoral process in Bosnia and Herzegovina, with maximum protection of the rights of participants in the electoral process and of the credibility of the elections.
