Sarajevo, 11 September 2025 – On 21 March 2025, the Central Election Commission of Bosnia and Herzegovina (CEC BiH) submitted to the General Secretariat of the Council of Ministers of BiH a Draft Rulebook on the Internal Organization of the Central Election Commission of BiH for the purpose of obtaining the Council of Ministers’ consent. Prior to this, the CEC BiH obtained all necessary opinions from the Legislative Office, the Ministry of Justice of BiH, and the Ministry of Finance of BiH.
Again, on 3 July 2025, the CEC BiH submitted a reminder to the General Secretariat of the Council of Ministers of BiH, yet to date the Draft Rulebook on the Internal Organization of the CEC BiH has not been included in the agenda of any Council of Ministers session.
We remind the public that the CEC BiH has acquired several new responsibilities following decisions of the High Representative in Bosnia and Herzegovina, which amended and supplemented the Election Law of BiH, including the very complex task of introducing specific electoral technologies into the electoral process in BiH. For these new responsibilities, no systematized positions exist, and due to the high volume of work and limited human resources, the CEC BiH is often unable to carry out all legally prescribed tasks and duties in a timely manner.
In light of the above, the CEC BiH expresses serious concern and once again calls on the Council of Ministers of BiH to issue its opinion and provide consent for the Draft Rulebook on the Internal Organization of the Central Election Commission of BiH.
