Mr. Jovan Kalaba was born on January 2, 1958, in Srnetica, Municipality of Titov Drvar. He completed his elementary education in Sanski Most, and subsequently graduated from secondary school and the Faculty of Law in Banja Luka.
Mr. Kalaba began his professional career in 1981 with Yugoslavian Railways, Basic Association of Associated Labor for Electrotechnical Affairs in Banja Luka, where he held various positions ranging from trainee to legal affairs officer until 1987. From 1987 to 1992, he served as a regional representative for the company “Oteks” Ohrid for the Bosanska Krajina region. Between 1996 and 1998, he worked as the branch manager of “Basket Borac Komerc” Banja Luka. From 1998 to 2007, he was the Director of the catering company “Beograd” Banja Luka.
From 2007 to 2008, Mr. Kalaba was employed at the Urban Planning Institute of Republika Srpska in Banja Luka as a senior expert officer. Since 2008, he has been working at the Employment Institute of Republika Srpska, Banja Luka Branch Office, where he served as Head of the Branch from 2008 to 2012, and since 2011 has held the position of Senior Specialist for the Exercise of Rights of Unemployed Persons.
Alongside his professional career, Mr. Kalaba has been actively engaged in sports. Following his active sports career, he contributed to the development of water polo in the country as one of the founders of the Water Polo Union of Republika Srpska and the Water Polo Federation of Bosnia and Herzegovina.
Mr. Kalaba has been involved in electoral processes in Bosnia and Herzegovina since 2000, participating either as an observer at polling stations or as a member of local election commissions.
He was appointed a Member of the Central Election Commission of Bosnia and Herzegovina by the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina on March 11, 2020. Since October 1, 2025, Mr. Jovan Kalaba has been serving as the President of the Central Election Commission of Bosnia and Herzegovina.
