Publication of the Report on review, control and audit of financial reports of 100 political parties for 2020

Sarajevo, 09.02.2023 -  The Central Election Commission of Bosnia and Herzegovina has at today’s 16th session took note of the Information on the review, control and audit of the financial reports of political parties for the year 2020, with the findings of the audit.

The Central Election Commission of Bosnia and Herzegovina will, in accordance with the provisions of Article 10, paragraph (7) of the Law on Political Party Financing ensure public access to reports on the audit of political parties with audit findings and the auditor's opinion, by publishing them on its website www.izbori.ba, and the auditor's opinion in the “Official Gazette of BiH”.

In accordance with the provisions of Article 14, paragraph (4) of the Law on Political Party Financing the Central Election Commission of Bosnia and Herzegovina will inform the competent tax administrations about six political parties, for which there are indications that they violated tax and financial regulations in 2020, as well as the Indirect Taxation Authority of BiH about indications that a legal entity had violated regulations in the field of indirect taxes while providing services for two political parties in 2020.

The Central Election Commission of Bosnia and Herzegovina will, in accordance with Article 17 of the Law on Political Party Financing, submit a Report on the reviewed state of financial operations of political parties in 2020 to the Parliamentary Assembly of Bosnia and Herzegovina.

Reports on the reviewed state of the financial operations of 100 political parties in 2020 will be available today on the website www.izbori.ba.

The Final Report of the ODIHR (Office for Democratic Institutions and Human Rights of the OSCE) international election observation mission, Bosnia and Herzegovina - General Elections, October 2, 2022, which was published on February 2, 2023, was also discussed at the session.

The report inter alia reads:

“The Central Election Commission (CEC) administered the elections efficiently, transparently and within the legal deadlines, despite delays caused by the late disbursement of the required funds and a critical lack of human resources. Prior to the elections, the upper-level commissions, in particular the CEC, enjoyed confidence of most stakeholders. There is general trust in the accuracy of the voter register. While the CEC undertook continuous efforts to remove outdated entries from the voter register, its efforts were hindered by the lack of effective mechanism of reporting and removing records of deceased citizens from local civil register databases. The CEC held regular sessions which were open to the public and broadcast online, contributing to transparency.”

The Central Election Commission of Bosnia and Herzegovina adopted the Decision on concluding and confirming the number of registered voters in the Central Voters' Register for early elections for the mayors of the cities of Bihać, Tuzla, Srebrenik and Zvornik and the mayors of the municipalities of Bratunac and Vogošća on the day of the early elections on February 5, 2022, according to in which 309,479 voters were registered in the Central voter list for the aforementioned six municipalities/cities.

The Report on the activities carried out in the organization of early elections for the mayors of the cities of Bihać, Tuzla, Srebrenik and Zvornik and the mayors of the municipalities of Bratunac and Vogošća, which were held on February 5, 2023, was presented at the session.
