Voting of COVID-19 positive voters and/or voters who are in isolation or in a hospital

The BiH Central Election Commission has at its 57th (urgent) session held on September 24, 2020 adopted the Rulebook amending the Rulebook on conduct of elections in BiH that, inter alia, prescribes the procedure for the exercise of voting rights by COVID-19 positive voters and/or voters who are in isolation or in a hospital.

 

This category of voters will at their request be able to vote by specially established mobile team.

 

In order to exercise their voting rights the COVID-19 positive voters and/or voters who are in isolation or in a hospital are obligated no later than 72 hours before the elections to personally or by other person submit (by e-mail, fax or phone applications for receipt of documents i.e. pictures of document) to the election commission a request for voting by tendered ballot including the medical report confirming the diagnosis and/or a decision of the competent authority prescribing the isolation or admission to a hospital.

Following expiry of the 72-hour deadline, a COVID-19 positive voter is obligated to submit the request for voting on the Election Day at the latest.

 

The Rulebook stipulates presence of at least one medical professional in the mobile team, if possible. President or at least one member of this special mobile team must wear protective gear.

 

The Rulebook amending the Rulebook on conduct of elections in BiH will be available to the public on the BiH CEC’s website and will be published in the official gazettes.
