Activities in the BiH CEC

Sarajevo, 31.07.2019 – Under the international cooperation the BiH CEC has in the last few days completed two very significant activities.

 

International IDEA (International Institute for Democracy and Electoral Assistance) from Sweden and the Election Commission of Australia are preparing a global study on status of election risk management. The BiH CEC also participates in the study at their request, and it has submitted a completed detailed questionnaire with examples from the practice. The objective of the study is development of an Instruction on risk management and preparation of a Publication as a first ever knowledge resource that will provide the EMBs with a set of normative and operational experiences for set up or improvement of election risk management.

 

Furthermore, the Venice Commission (European Commission for Democracy Through Law) has at the request of Albania for submission of an opinion of changing the date of elections requested, amongst others, the BiH CEC to deliver information about the practice of the BIH CEC and the case law concerning decisions to postpone elections in BiH.

 

In this week the BiH CEC held 42nd and 43rd session at which the budget request for 2020 was adopted. The funds in amount of BAM 4.107.000 are planned for financing of 2020 Local Elections. Additional spending for 2020 relates to the costs of elections in the City of Mostar.

The EU Delegation to BiH informed the BiH CEC that the IPA funds in the amount of Euro 300.000 were secured for preparation of a strategy that is to make the election process in BiH more transparent and efficient. Therefore the BiH CEC budget for 2020 envisages the funds for implementation of a pilot project to conduct elections using new technologies.
